Non-Intrusive Inspection enhances revenue recovery

In adherence to the guidelines outlined in the revised Kyoto Convention (RKC), URA has undertaken a significant leap forward in customs procedures through the adoption of Non-Intrusive Inspection (NII) Technology. This strategic move has not only simplified customs operations but has also minimized delays in the movement of goods, aligning seamlessly with RKC principles.

A pivotal aspect of URA’s transformative journey has been the implementation of 100% Non-Intrusive Inspection for all scannable import consignments at major border posts. This proactive approach has not only bolstered security measures but has also contributed to the overall safety of the supply chain, thereby enhancing revenue collection.

Recognizing the indispensable role of skilled personnel in the effective implementation of NII, URA has invested in extensive capacity-building initiatives. Over 100 frontline officers and Image Analysts undergo regular training, knowledge-sharing, and benchmarking sessions. These efforts ensure that they possess the requisite skills to navigate and manage Non-Intrusive Inspection Risks adeptly. The real-time incident information-sharing mechanism further augments their responsiveness to emerging challenges.

The transformative impact of NII technology is evidenced by the remarkable achievements in the past quarter (July to September 2023). The meticulous application of sophisticated image interpretation techniques by NII analysts yielded an 87% detection hit rate. This translated into a substantial UGX 63.556 Billion in total revenue recovery, showcasing the pivotal role NII plays in detecting non- compliance with customs regulations and ensuring the efficiency of customs processes.

Notable interventions during this period included the identification of under-declared goods and short landing. These successes underscore the effectiveness of NII in aligning customs practices with global standards and maximizing revenue recovery.

URA’s commitment and continued investment in NII Technology will result in speedy cargo clearance, cost reduction to businesses, and enhanced revenue.
