URA launches new Warehousing System to streamline cargo

On Friday, the URA launched the Bonded Warehouse Information System (BWIMS) at Lexus ICD bond in Namanve. This solution is expected to improve cargo supply chain visibility, information sharing, ease stock management and facilitate cargo clearance in Bonded warehouses.

The implementation of the system follows a world Bank report of 2018 that noted that about 95% of entries coming from Mombasa Port use the bonded warehousing facility to get goods entering into Uganda. This had an effect on efficient cargo control and revenue collected.

The report also recommended automating processes and procedures and enhancing the monitoring of restricted entry into customs controlled areas to manage bonded warehouses. The absence of a comprehensive inventory management system has also been a challenge in our warehouses and has had an impact on revenues. These and more have been challenges affecting a number of warehouses.

Speaking at the engagement, John R. Musinguzi, the Commissioner General thanked the Management of Lexus bond for being a key partner in bonded warehouse management.

“We chose you [Lexus Bond] for the launch of BWIMS because you have made a significant investment in the area of bonded warehouse management and demonstrated the future of what bonded warehouses should be like,” he said.

He also praised the Government for allowing Ugandans participate in the development of their nation noting that management of bonds in some countries is a preserve of the government.

“Privatizing bond warehouse business is opportunity for the government and private sector to work closely to maintain standards, efficiency and transparency so as to grow the economy faster,” Musinguzi explained.

Abel Kagumire, the Commissioner Customs department said that launching BWIMS is a great milestone in the management of cargo and improving trade facilitation because we are a landlocked country.

He added that since roll out of BWIMS from October 1st, 432 transactions with pilot bonds were done and no challenges where encountered. Kagumire urged Bond owns to join the AEO program and enjoy the benefits associated with it. Currently, out of 184 bonded warehouses, only 24 are AEOs.

Ali Majji ,the Director of Lexus ICD  bond explained that BWIMs is very good system that all bond owners should embrace. With the system so far, Lexus has improved on its inventory and more benefits that will arise.
