URA has trained more than 70 pump attendants on the operation and installation of the Electronic Dispenser Controller(EDC). The training is aimed at enabling the participants appreciate the solution before it is rolled out.
The EDC will mark the second implementation phase under the Electronic Fiscal Receipting and Invoicing Solution (EFRIS) which is targeting all taxpayers dealing in the retail of fuel at the pump. The first phase focused on all VAT registered taxpayers who issue receipts and invoices using EFRIS.
The EDC solution is designed to support real time fiscalization of receipts for fuel dispensed at the pump; and will therefore enhance compliance towards income tax revenue collections from businesses in the fuel retail sector.
Once a sale of fuel is initiated at the pump, the EDC shall capture the transaction details of fuel sold and transmit them to the EFRIS backend system to generate an e- receipt in real time
In a meeting held at the URA offices, Hassan Wassajja, the EFRIS Project Manager urged the pump technicians to work together with URA to ensure the solution succeeds. He noted that this solution will benefit the taxpayer through fair assessment of tax positions for businesses in the fuel sector, a quickened refund process, and improved record keeping for business transactions.
During the training, the pump technicians also raised concerns regarding maintenance related services of the solution after its rolled out, the cost of the EDC and how the implementation will be handled in fuel stations that are already automated.
Wassajja emphasised that while taxpayers will shoulder the cost of acquiring the EDCs, URA is committed to providing all the necessary support and address challenges throughout the roll out of this solution.
