URA Builds National Capacity in Teaching Taxation

By Robert L. Wamala

The Uganda Revenue Authority (URA), in collaboration with the National Curriculum Development Center (NCDC), is training secondary school teachers from the Kigezi sub-region on how to teach taxation topics in entrepreneurship for both ‘O’ and ‘A’ levels.

The three-day capacity-building workshop, currently taking place at Kabale-Bukinda PTC, has attracted 120 teachers from the districts of Kabale, Ntungamo, Kanungu, Kisoro, Rubanda, Rukiga, Rukungiri, and Mbarara. The training is focusing on public finance, fiscal policy in economics, public revenue, and taxation.

During the workshop’s opening, Constance Agasha, Principal of Bukinda Core PTC, expressed gratitude to URA for empowering teachers in the region.

“This knowledge should have been available earlier,” she said. “We needed it and still need it in the Kigezi sub-region. I appreciate URA and NCDC for prioritizing Kigezi this time.”

Robert Wamala, Acting Manager of Tax Education Content at URA, revealed that teachers will also receive training on new curriculum content and recommended interactive methodologies for secondary school learners in Uganda.

NCDC and URA signed a Memorandum of Understanding in 2018, committing URA to support curriculum development in educational institutions, aiming at reducing informality. Through this collaboration, 2,709 teachers have been trained, and 160,060 curriculum materials have been distributed to secondary schools across Uganda.

Additionally, NCDC implemented the new Secondary Schools’ Curriculum in 2022.

This curriculum is now examinable by the Uganda National Examinations Board for both O-Level and A-Level in Entrepreneurship and Economics subjects, respectively.
