A delegation from the Tanzania Revenue Authority is on a 5-day working visit to benchmark the Uganda Revenue Authority’s monitoring and evaluation processes.
The delegation is being led by Masoud Mohammed Al-Biman, a senior lecturer in the Human Resource and Administration Department at TRA, who revealed that the tax body is looking to build a strong M&E system, hence the learning visit.
The authority is, however, challenged by knowledge gaps, a limited skill set to manage the docket, and a lack of credible systems for generating data (as they currently use Excel sheets), among others.
“URA has been championing various reforms to improve tax administration, so this is a good opportunity to learn from them and strengthen our own monitoring and evaluation system,” Masoud revealed on why they chose to benchmark from URA.
Irene Mbabazi, the Assistant Commissioner for Learning and Development, welcomed the delegation, highlighting that Tanzania and Uganda share similar challenges. “This could be a chance to share experiences and work towards improving collaboration,” she said.
In his remarks, Patrick Lumala Zzimbe, the Manager of Corporate Performance Reporting at URA, advised TRA to focus on the continuous improvement of processes in their M&E activities.
